GREENLEE COUNTY BOARD OF SUPERVISORS
CLIFTON, ARIZONA
APRIL 15, 2026
The Greenlee County Board of Supervisors met on this date in regular session in the 2nd floor Conference Room, Courthouse Annex, Clifton, Arizona with the following members present: Hector Ruedas, Vice Chairman and Donald R. Stacey, Member. Also present were Deborah K. Gale, County Administrator/Clerk of the Board and Yvonne Pearson, Assistant Clerk of the Board. Supervisor Dixie L. Zumwalt, Chairman, was absent from this meeting.
Vice Chairman Ruedas called the meeting to order and led those present in the Pledge of Allegiance.
Mr. Ron Casper, Arizona Department of Transportation District Manager, responded to the Call to the Public stating that paving would begin on Monday, April 21 on Highway 191 one mile through Clifton. He also stated that paving would begin on the Wards Canyon Bridge the following Thursday and Friday. Mr. Casper stated that there would be a State Transportation Board meeting on Friday, April 18 and that a letter of written comments to the Transportation Board would be sufficient if no Board members would be attending. Vice Chairman Ruedas advised Mr. Casper that County Engineer Philip Ronnerud would be attending the meeting. The Board expressed their appreciation for Mr. Casper's hard work and support for improvement projects for Greenlee County.
Ms. Victoria Harriman of the Greenlee County Chamber of Commerce, requested consideration for reinstatement of the Community Action Team which had been formed in 1993. She presented a revised version of the original action team plan. Ms. Kay Gale, County Administrator, advised the Board that when the action team had been formed the County had an Economic Development Coordinator who represented the County on the action team and that the grant money funding the action team at that time had to have a County match of funds. She stated that the Economic Development Coordinator position has not been filled due to the financial troubles of the County and recommended that the Board not commit to any funding until after the Secondary Tax Property Tax election on May 20 after which, if passed, the Chamber of Commerce could present grant funding and how much the required match funding would be. Ms. Harriman stated that at this time the Chamber of Commerce is only requesting that the County be a pass through accounting entity as required by the grant being applied for and that no matching funds are needed. Upon motion by Supervisor Stacey, seconded by Supervisor Ruedas, and carried unanimously, the Board approved the request for the County to be the pass through accounting entity for the Community Action Team with no matching funds from the County.
Gary Gale, Chief Detention Officer, representing Sheriff McCluskey, requested consideration to fill the range deputy position at Eagle Creek. Ms. Gale stated that all interested individuals needed to be considered for the position. Upon motion by Supervisor Stacey, seconded by Supervisor Ruedas, and carried unanimously, the Board approved the request to fill the range deputy position at Eagle Creek.
Officer Gale requested consideration to fill the vacant full time detention officer position at the Sheriffs Office. He stated that this position had recently been vacated and is not a new position. Upon motion by Supervisor Stacey, seconded by Supervisor Ruedas, and carried unanimously, the Board approved the request to fill the vacant full time detention officer position at the Sheriffs Office.
Upon motion by Supervisor Stacey, seconded by Supervisor Ruedas, and carried unanimously, the Board ratified the action taken at the April 1, 2026 meeting authorizing the exchange of the chip sealer transmission in an amount not to exceed $2,000.
Mr. Larry Gale, County Attorney Investigator, presented the results of bids for a passenger vehicle for the County Attorney's Office and recommended award of bid to the lowest bidder from Ed Moses Dodge through State Purchase for the Dodge Intrepid. Upon motion by Supervisor Stacey, seconded by Supervisor Ruedas, and carried unanimously, the Board awarded the bid as recommended, to Ed Moses Dodge through State Purchase for the Dodge Intrepid. Ms. Gale presented the bids for a utility vehicle for each of the Board of Supervisors Office and the Public Works Department and recommended award of bid to the lowest bidder from McGlocklin Ford for the Ford Expedition with a third seat. Upon motion by Supervisor Stacey, seconded by Supervisor Ruedas, and carried unanimously, the Board awarded the bid as recommended, to McGlocklin Ford for two Ford Expeditions with third seat. Upon motion by Supervisor Stacey, seconded by Supervisor Ruedas, and carried unanimously, the Board approved the Consent Agenda as follows:

Approval of Landfill Financial Assurance fee in an amount not to exceed $1750
Approval for allocation of the Dislocated Worker & Rapid Response funds to Gila County REPAC for service to Greenlee County
Approval of Health Department License renewal application for the Duncan office
Supervisor Stacey reported that he had received some phone calls from residents in Verde Lee who were concerned about the intersection on Wards Canyon road and Hackberry and asked for the status of the realignment of that intersection. Mr. Ronnerud stated that the easement and design were in place and that everything is ready for the construction to begin. He stated that delays are due to the lack of manpower in the Road Department as a result of positions not being filled. The Board directed Ms. Gale to meet with Road Superintendent Darrell Miller on this matter and have the construction scheduled as a priority.
Ms. Gale reviewed the calendar of events.
The Board took a recess at this point to allow for Ms. Gale to answer a phone call from House Speaker Representative Jake Flake.
Ms. Gale reported that Representative Flake had called and informed her that the Governor's proposed state budget would be considered by the House instead of the Joint Legislative Budget Committee (JLBC) proposed state budget. She stated that the Governors proposed budget would consist of an $80,000 hit to the County's general fund and $52,000 hit to HURF funds which fund the County's Road Department. The JLBC budget would consist of a $474,000 hit to the County's general fund.
Ms. Gale continued to reviewed the calendar of events stating that she and Supervisor Ruedas would be traveling to Blue on May 1 to present information on the Secondary Tax election. She also stated that House Bill 2315 for Greenlee County could be amended on the floor to forgive the expenditure limitation fines for only one year instead of the proposed two years.
There being no further business to come before the Board of Supervisors, upon motion by Supervisor Stacey, seconded by Supervisor Ruedas, and carried unanimously, the meeting was adjourned at 5:15 p.m.
